Thu: Top Buys OEX WMT MSFT JBLU PPH CBJ Top Sells OIH VLO TLT

The Top Stock Picks are dependent on oil prices. However, MSFT has held up well, and PPH pulled-back further, to be long-term buys. TLT is a long-term short.
